How ever there has only been minor API changes since 2.80 and above so any one from 2.80 and above will be fine.
Is this a beginner course?
A beginner can certainly use this course.
If you are familiar with scripting inside of blenders interface this is also a good change to learn how to make full scale addons external of blender.
